This rare plant occurs in Turkey

Family: Rosaceae
Minimum Height: 10 cm
Maximum Height: 15 cm
Packet Content(approx.): 12

Bright yellow flowers, solitary or in pairs, open very close to the leaves in summer above a robust rootstock and rosette of silky-grey, hairy, digitate leaves which are sharply-toothed at the tips. This rare plant occurs in Turkey, on cliffs and in rock crevices at between 2000 and 3650 meters. Few seeds collected.

Sowing advice:
Seeds can be sown at any time but are best sown in winter or early spring to benefit from a cold spell in the wet compost to break their dormancy. We advise covering seeds very thinly with sand or fine grit to about the depth of the seed size. If the seeds do not come up within 6 to 12 weeks the damp seed tray can be given cold treatment in a fridge for about four weeks. They may still take very many months to appear, so please never discard the pot or tray.

Description:
This is a very nice dwarf Potentilla which was gifted to me as a seedling under a different name (clearly wrong just after the foliage). After flowering and establishing the name I was surprised to see it survive in my rockery; with good drainage seems to be fine for now.
Worth having just for the beautiful grey, pubescent foliage (leaves with 3-5 folioles), changing to orange-red in late fall. Large yellow, bright flowers on elongated stems in early summer.
Germination: slow, warm germinator supposedly; keep your pots for 2 years anyway.
